How it's calculated
The shaft is modelled as a cylinder. From its circumference C and length L, volume is V = (C² ÷ 4π) × L, which returns millilitres when C and L are in centimetres. This is a geometric estimate, not a clinical measurement (a real penis is not a perfect cylinder), but it turns two numbers into one comparable figure. The percentile is a normal-approximation estimate from the Veale 2015 length and girth distributions, so we label it an estimate.

Why girth moves volume more than length
Volume scales with the square of girth but only linearly with length, so a centimetre of circumference counts for far more than a centimetre of length. It is why a shorter, thicker penis can out-volume a longer, thinner one: 13 cm long by 13 cm around works out to about 175 ml, while 16 cm long by 10 cm around is only about 127 ml. The shorter one holds more.
